There has been a time, or there have been times, in the
history of the Georgia Chapter when the chapter conferred awards on public
administrators in the chapter’s service area. For some reason, this
activity fell into disuse. At the June 15, 2007, meeting of the chapter
council, which other members of the chapter also attended, the attendees agreed
on the principle that a set of annual awards should be established and that the
first set of such awards should be awarded on the day of the Georgia Public
Administration Academic Conference (as we looked ahead to March 7, 2008,
although no nominations were received). At the chapter’s
meeting of October 5, 2007, members of the chapter decided to establish three
annual awards. On July 17, 2009, the council decided to collapse the
three awards into one award--the "Public Administrator of the Year" award.
According to the minutes of the July 17, 2009, meeting: "Annually,
a committee will receive nominations for that award, with all public employees
other than elected officials being eligible for selection through this process.
Anticipating the possibility that, on occasion, the efforts of an elected
official will be deemed so dramatic as to warrant recognition, the council
reserved the right to bestow, on its own initiative, another Public
Administrator of the Year Award to such an individual."
RULES
1. Nominations for these awards shall be made by members of the Georgia Chapter of ASPA. The nominator must specify the award for which the nominee is being nominated. In submitting the nomination, the nominator may, nevertheless, attach statements written by nonmembers, such as the nominee’s supervisor, a coworker, or a subordinate. Attachments may also include photocopies of other documents (newspaper clippings, etc.). The entire application should be limited to no more than 10 pages of narrative and supporting statements.
2. The first page of the application shall be written on a form that will be available for download from the chapter’s Web site. (NOTE: The URL address is http://apache.northgeorgia.edu/bdf/GaASPA/Awards/nomform.doc .) The form shall be available as a Microsoft Word document so that the nominator, if he so desires, may word-process the document beginning on p. 1.
3. The selection committee shall be appointed by the chapter president. The committee shall be composed of a minimum of five members of the chapter, at least two of whom shall be practitioners (active or retired) and at least two of whom shall be professors (active or retired). At the discretion of the president, members in other categories (e.g., students, alumni, etc.) shall be eligible for appointment. Decisions shall be made by a majority vote of the committee. In case of a tie that the committee cannot resolve, the tie shall be broken by the chapter’s Executive Committee.
4. The recipient of each of the awards shall receive a plaque, preferably to be awarded at the annual meeting of the chapter that follows the Georgia Public Administration Academic Conference. If the recipient is able to attend the meeting, the chapter will (a) subsidize the recipient’s dinner and (b) reimburse the travel expense of the recipient, at a mileage rate established by the Executive Committee, up to $100.
